Introduction
Liverpool Bay CCS Limited (LBCCS), a member of the Eni SpA group, is leading the development of the Padeswood Carbon Dioxide (CO₂) Spur Pipeline Proposed Development. The Padeswood Spur Pipeline Proposed Development would connect to the Heidelberg Materials UK cement works in Padeswood to the HyNet Carbon Dioxide Pipeline at Northop Hall. The HyNet Carbon Dioxide Pipeline is a Nationally Significant Infrastructure Project being developed by LBCCS, which was granted a Development Consent Order (DCO) by the Secretary of State for Energy Security and Net Zero in March 2024. The objectives of HyNet are to reduce CO₂ emissions from industry and to support economic growth in north Wales and the north west of England.
This Pre-Application Consultation on the Padeswood Spur Pipeline Proposed Development has now closed. It ran between 26 March and 29 April 2025. Our next steps will be to review feedback and finalise the plans ahead of submitting the planning application to Flintshire County Council in summer 2025. Heidelberg Materials UK Proposed Carbon Capture Plant
Heidelberg Materials UK is developing proposals for a new carbon capture plant at its cement works in Padeswood. The carbon capture plant was granted consent in April 2025 by Welsh Ministers.
