Our construction contractor, United Infrastructure (UI), has been granted a Temporary Traffic Regulation Order (TTRO) by Flintshire County Council (FCC) to temporarily close Pinfold Lane, Northop Hall. This is to allow UI to safely install the Main Onshore Pipeline (the Pipeline) across the road using an open-cut trench technique.
As a result, Pinfold Lane will be closed for approximately five days, starting the week commencing 28 September 2026. Once the Pipeline has been installed and the works are complete, Pinfold Lane will re-open and operate as normal from Saturday 3 October 2026 (subject to progress).

An open-cut trench technique involves digging the road surface to form a trench, lowering the pipe into the trench, backfilling it with the excavated materials, and reinstating the road to local authority specifications. The depth of the trench will vary depending on technical factors such as ground conditions and topography. The minimum depth of the trench to the top of the pipe will be 1.2m.
Open-cut trench road crossings require the temporary closure of roads and implementation of diversion routes, as the road must be excavated to allow the Pipeline to be safely installed across it. The proposed route for Pinfold Lane has been agreed with FCC and is shown in the map here.
Liverpool Bay CCS Limited (LBCCS) and UI are committed to minimising the impact of these works as much as possible and have considered this within the Construction Traffic Management Plan (CTMP) approved by FCC. The CTMP can be found on the FCC Citizen Planning Portal by searching the reference number: DCO/000528/25
